Changing from iPhone 13 to 14,can’t do it

Recently swapped my old 13 to 14 without a hitch but today trying to do the same on another pair of phones seems to be having a problem. All went well until it showed a software update was required . The old phone was iOS 16.6.1 but the new phone is showing the new software is 0.1. The “install now” caption was blue and turned to gray when I touched it and the thing was revolving on both phones , as they still are but the install now caption has returned to blue. The installation has been in progress now for about an hour now. Has something gone wrong and how do I proceed?

Thanks. The update that the new phone was attempting was,I suspect, not an update but the transfer of information from the old phone to the new one, as it showed the update to be 0.1. Having looked at some other posts I restarted the whole process but I deleted an old Bluetooth connection to a redundant phone. On this attempt everything worked so my new phone is up and running as it should be.
