Go to System Preferences and change the Desktop Background.
There was a problem where the text color would not change, but if you changed to background to something else, it would fix it and you could change back.
Search here for a similar question about the menu bar font color. I think there was a way to fix it. I thought it was just to change the background, but if that didn’t work maybe it was something else.

You're right. There is a problem where the letters don't change. I tried the lightest plain grey and you can't read the menu bar at all.
I can live with it.
