Signing into Mail on new iPhone 15

I'm trying to sign into my existing icloud account on my new iPhone 15 and all I get is the "Signing in" animation with the dots swirling around a center icon and it's just stalling there.

It shows the correct name associated with my icloud account below that and says "Signing in..." but it never seems to go past that. Any idea how long this should take?

(yes, below it says iphone 11, ios 15, but I just upgraded from that today to the 15 on ios 17)

Cannot create an email address for iCloud Mail with an iPhone I was trying to set up an iCloud email address using my phone. When i found an available address it failed to create saying: Problem turning on mail There was a problem turning on your email try again However, trying again shows the same problem. I've seen this problem online but the only suggestions that seem to work are signing out of my Apply account, which deletes everything from my phone. I'm not satisfied with such a scorched-earth solution.

can't add new mail account How do I add a new Mail account when the authenticated step isn't working? It takes me to the browser, I've tried Safari and Brave, and the screen is just blank. This means I can't authenticate the Mail account. The reason I had to delete the account was email content wasn't coming through. I've been on phone with Apple for over an hour trying to rectify - still nothing. I'm so frustrated and annoyed, especially as you can't even go on store for help. I've wasted days over this and still nowhere!
