Setting different Headers and Footers on odd and even pages in Pages

Side panel on the right > Document > Document > Facing Pages

Then, side panel on the right > Document > Section > Headers and Footers > Left and right pages are different

My reply was for a book created in a Pages Word Processing document. If that is what you are using, you will need to insert Section Breaks between chapters to start new page headers and footers. And untick Match previous section!
