After the last Apple Watch OS update, Control Center disappeared from my SE watch. I did a soft reset and then a hard reset, and neither worked. I even tried wiping my watch and reinstalling everything, but still no Control Center. Any assistance would be appreciated. Thanks!

to bring control panel, you need to press side button (the one below round bottom). Control panel doesn’t swipe up anymore like it used to, I guess it was changed with the new update. I did everything too, only took me 2hr to figure it out…

It seems that this was a terrible update due to the fact of how often the control center on the Apple Watch is used (Battery Mode, Theater Mode, Water Mode, Airplane Mode, Focus, Flashlight, etc...) and how ofter the side buttons on the watches stop working because they are either worn out or become dirty.
Your Product Managers weren't paying attention on this one.

If enough users send feedback, then it is more likely a decision maker will see it.
Telling fellow users in these user-to-user technical support forms is ineffective, except to get the volunteers to repeatedly provide links to Apple Watch feedback page.

Your assumption is mistaken.
Many of them say pressing the side button does not bring up the control center. And many add that it brings up the app switcher, which is also my case.
Many people haven't 1)figured out which button is the side button (as many people never used it before and it's not obvious) or 2)haven't figured out how things work. The side button does not bring up the App Switcher on watchOS 10.
Perhaps you need to read BobHarris's comprehensive post on how to get things to work.

I hate the new 17 update that made the control center disappear! This is not innovation it’s plain stupid.
Swiping up worked just fine and didn’t require a fine motor movement of the hand.
Apple gave no instructions for how to find the control center after the update. Now I get annoying Apple tips which I can’t get rid of.
Bring back the swipe up for the control center!
I think that TIPS is one of the most annoying things I have ever seen and I have deleted it from my phone and my watch. In the meanwhile, changing the way to get to the control panel was not a great improvement. It requires finding an pushing a tiny invisible button. Maybe there was a good reason for doing that but a merciful and sane technical writer would have put instructions for finding said button in bold letters. I have been pinging my phone from the control panel in the same way for 5 years!!
This change of Control Center access is really poorly thought out. My “Side Button” under the silver crown: does not push easily. This makes it waaaaay harder to get to widgets I use all the time. Update stinks.

Yes, you still have exactly the same Control Panel. Tap the side button, the flat oval one next to the Digital Crown.
