After the last Apple Watch OS update, Control Center disappeared from my SE watch. I did a soft reset and then a hard reset, and neither worked. I even tried wiping my watch and reinstalling everything, but still no Control Center. Any assistance would be appreciated. Thanks!

to bring control panel, you need to press side button (the one below round bottom). Control panel doesn’t swipe up anymore like it used to, I guess it was changed with the new update. I did everything too, only took me 2hr to figure it out…

Took me forever to stop typing that the Support link was in the lower left corner because for years, it was in the upper right. I ended up frequently typing "lower right" which was obviously not helpful.

Yes, you still have exactly the same Control Panel. Tap the side button, the flat oval one next to the Digital Crown.

Then you are holding the flat oval side button too long.
You just need a quick press and release. Holding it less than a second.
I can hardly press or press longer, it does not matter it still brings up sos. It needs to change back. I have had to “trip the alarm” in order for it to stop and then it does what it’s supposed to do. It’s a bug they need to fix.

Try changing:
Apple Watch-> Settings-> Accessibility-> Side Button Click Speed
From Default, to Slow or Slowest.
You will have to scroll down a good bit to get to the Side Button Click Speed setting.

The Watch Series 3 can't run anything higher than watchOS 8. It can't run watchOS 10. Therefore, you should be able to access the Control Center by swiping up from the bottom of the screen.

Apparently, you haven't read any of this 11 page thread that would tell you exactly how to now access the Control Center. At least one of the posts has pictures with arrows.

It sounds as if you're tapping the Digital Crown, rather than the side button. The side button is the flat, oval button next to the Digital Crown.
This change has nothing to do with anything in Settings. Apple made some major changes in watchOS 10. This was one of them.

changing control center to a button push is the worst update function I’ve ever seen, super frustrating and of course Apple won’t give you a quick tutorial as part of the update, just change stuff in unintuitive ways and let you figure it out. Absolutely poor

Yup, that's been explained at least twice per page in all 14 pages of this thread. Did you read any of it before posting? In future, that's always a good idea. You're welcome.
What I have found is if you tap the button under the crown and then tap on the walkie talkie icon to activate it, you will then have a tiny icon appear on the top center of the Home Screen. Then you’ll just need to tap that tiny icon and your control center will pop up. Hope this helps
Except that only works on “some” watches. Now the swiping brings forth redundant items I never want and gets rid of the one thing I used regularly. Apple has lost touch with its audience. UX nightmare!
I was in court and cound not silent my watch- Thanks APPLE!
I had to remove my watch stick it in my briefcase - Place briefcase in back of court room and hope it was muffled enough. Poor or no communication with update!
