i want to enroll apple developer programme as company but, why am i not able to click on "Next", I gave my first name, second name and the company's name too, but it didn't work, what should i do?

In general: the Apple ID must be an email-format Apple ID and not a mobile telephone format Apple ID, no VPN active, and with a major payment card associated and not an Apple ID balance or gift card.
Try enrolling via the Apple Developer app, if that’s not the path you are trying here.
Then failing that, contact Apple Developer Support: Support - Apple Developer
