Minor making ridiculous charges

I have had approximately 140 purchases made by my minor child, and I’ve requested refunds on all of them. I have only received a refund on about 46 of the charges. How can I get at least the majority of my money back? I have since taken her phone away.

If Apple has notified you that it is not eligible for refund, we can't help you, sorry, we are also users of Apple products & services like you. 

Some purchases are final.
