Can you have more then one Apple ID
I have more then one Apple ID but when I try to add it to my new iPad it says email unavailable

Sounds like you tried to create a new Apple ID, rather than add one that already exists.
You cannot use an email address for a new Apple ID, if its already being used on a different Apple ID in any capacity.
Select "Use Existing Apple ID" instead of creating a new one.
