Can't change my Shipping Address or Remove my Credit Card from Apple Pay

Seriously frustrated, got an 6S Plus running IOS15.7.9 and I can not change the shipping address in my profile under settings.

The Payment & Shipping shows my CC and Shipping Address and can change the street address, city, province, postal code, but I can't change the country.

So I tried removing it completely, which it lets me the first time, shows gone, touch Done on the top right and it comes right back

I've change My Card info in contacts to the address I want in the USA, and that doesn't.

I've read many places here on the boards it's a known issue 5 years ago with it seems no resolve, it seems getting a new credit card number works.

But I can't even remove my Credit Card from my profile.

all I want to do is get my purchases sent to a different physical address than my CC billing address

Are you referring to your Apple ID as your profile? If you tap [Your Name] at top of screen, you’re in your Apple ID. If you tap payment and shipping is your country/region grayed out?

If so, that is the country or region set by your Apple ID. Change your region by following this path;

iPhone > Settings app > General > Language and Region > select new country/region.
