Hello

Please I need to ask if I’ve already purchased a music from iTunes and I can’t set it as a ringtone or I can’t find it on the tones section and I also I’m not able to download GarageBand because I have iOS 16.2 is their any possibility to set this music as a ringtone ??

No, ringtones need to be in the M4R format.

Garage Band will run on iOS 16, you should be able to install it.

There is a notification informed me that it’s only available for iOS 17 and later
