My daughter has an old iPhone but no cellular service. Her watch does have cellular service and I have set it up using add a family member on my iPhone. Can I then unsung to my phone and sync to her non-cellular iPhone so she can use the watch app?

Either using the Family Plan and your iPhone, with the Apple Watch having a separate cellular plan.
Or its own iPhone and sharing the iPhone’s cellular plan (with a $10 U.S. fee). If the iPhone does not have a cellular plan, then the Apple Watch does not have a cellular plan).
There is no mix and match available.
