The Apple standard for its built-in hardware-accelerated displays, makes them suitable for full-motion video for production/display of cinema-quality video with NO dropped frames, and NO dropouts or partial-blank scan lines due to memory under-runs or other issues.
On more recent Macs, the specs have been tightened considerably, and what was good enough on older devices will not display properly on a modern Mac running the latest versions of MacOS.
Full-motion, Full-color Video is THE highest unrelenting data rate of anything you ask a computer to do for you. The cables that support it properly use multiple tuned dual-rail Driver and Receiver circuits and are generally limited to under a Meter in length.
You are not providing anything even approaching the 32,000 M bits/sec pathway provided by an appropriate DisplayPort, ThunderBolt or USB-C cable (strictly under 1 meter in length) required for full-motion video at high resolutions.
The cable you linked to has a 2 meter USB section with a HDMI converter at the display end. That means the USB section is more than TWICE as long as is acceptable for straight USB connection, and THEN it gets converted again to HDMI.
While CERTIFIED HDMI cables can be slightly longer, they really must be CERTIFIED, and it's the HDMI section that can be extended, NOT the USB section.

my recommendation is to keep troublesome HDMI far away form your recent Mac computers, and instead try a USB-C to DisplayPort cable. Here is an example:
