My old Photo library will not open after upgrading to Ventura

Open Photos.app holding the Option key and select your photo library there.

You do not say what OS X or macOS you were running previous to your upgrade to Ventura...?

iPhoto was deprecated along time ago and needed to be moved to Photos a long time ago.

Currently I have seen no issue... but you do not give all the details.

Typically to keep everything moving forward you can only upgrade only 2 macOS at a time stair stepping your way up the latter.

The error seems to indicate you need Montery or earlier. Make that transition, open the photos app there first, then upgrade to Ventura if that is what you want in the end.

The ability to simply migrate an iPhoto Library to Photos by opening it was removed in v8 that shipped with Ventura. Now it's done by importing from the old iPhoto library to a Photos one.
