No. You can let Apple know it's something you'd like to see here:

Because Apple changed the way it worked. No one in this user-to-user forum can say why it was changed; maybe because millions of people complained about how that bar cluttered up the message app display.

Tap in the blank space above the list. It will take you right back.

It would be much more helpful if you asked Apple rather than the other users in this user forum. You can let Apple know it's something you'd like to see here:

This step backwards and the fact that I can't use Alexa in Carplay is the other reason I'll be going to Android in the near future goodbye Apple

How do you get the #images, emoji bar back after the 17.1.1 update.

Tap on the + to the left of the text box and it will open a menu rather than the “traditional” bar.

My message bar is gone under messages for emoji stickers, Bitmoji emoji etc. etc.

I ,too, will be quitting Apple for my next phone , tablet, desktop. After last update removed options while texting. I’m done.
