I can’t download apps on my iPad after iOS 17 update

The issue I have with IOS 17.0.1 not downloading an app is that I have a subscription to "Daily News" I read every day. That app shows a library of issues, and when I try to download the new issue it stays stuck on "Paused". I tried everything on the iPad Air 5 to no avail, and then it happened on my iPhone as well, which is also on 17.0.1. I have an iPad Mini 5 and there was no problem downloading the issues, and that iPad is still on iPadOS 16.7, which is the only difference, and it's clearly due to a glitch in 17.0.1. I hope there's a fix for this soon, unless there's something that can be done now.
