iCloud Storage and IPhone Storage

My iPhone shows I spent 190G iCloud storage but I only have 8800 photos and 1000 short videos.

Besides this, my iPhone storage is 256G but my photos take 276G with 4600 photos and 934 short videos. All my videos are less than 3 min

Is anyone know why? or How should I fix that?
