Notes App in IOS17: missing the selection functionality with Pdfs scanned

I have a problem with the My Notes app in iOS 17. I use it to scan and store PDF files that I take with my iPhone 14. The app is supposed to have OCR functionality, which means it can recognize the text in the PDF and let me edit it or copy it. However, this does not work for me. When I open a PDF file in the app, I cannot select any text, neither in the edit mode nor in the new preview mode. The only thing that works is the title creation, which automatically generates a title for the note based on the first line of the PDF. This is very frustrating and I wonder if anyone else has the same issue or knows how to fix it. Thank you for your help.
