Settings>Network>Network Filters
Disabled ‘Little Snitch,’ and all is working.

Try going to Settings>Network>Network Filters. Turn them all off and try it.
Could also be a VPN, Antivirus you have installed. Just solved this issue for myself this way.
Same problem, no internet on WiFi or ethernet after Sonoma upgrade.
Disabled AdBlock under Settings>Network>VPN and all now working !
After reading other posts to turn off network filters I observed that the only two filters were for Kaspersky Internet Security and it would not allow me to disable the filters. I quit the Kaspersky Internet protection app and restarted the Mac. This resolved the problem... I since learned that the macOS now includes antivirus and malware protection XProtect that runs in the background. Also learned that Kaspersky is not compatible with macOS Sonoma, so it looks like I no longer need that software.
The issue is intermittent on my mac. After a reboot, everything is fine. Then after some time, certain apps will stop being able to connect (typically Chrome, Outlook, Slack). Reboot fixes it again. Have had no issues with Zoom, but I can be on a call and the other apps stop connecting. I'll try some of the filter suggestions provided.
NB: I'm on a corporate network, Cisco VPN, with Zscaler.

Do you have other devices that can use the Internet from the same router? If not try rebooting the router.
If other devices can but not macOS with Sonoma, try booting into safemode and then boot back into your regular account normally and test again. Also check System Settings > Wi-Fi and Network to see if they show connectivity.
This is the same for me summersnake. Only started happening today. I lost connectivity 3 times today. Wifi and LAN are green in the network settings but no connectivity. I’m in my home office using 1G LAN line. I try to hotspot off my iPhone and Mac won’t connect. Reboot is the only thing that fixes it.
I also updated to Sonoma 14.1 and now my internet connection is intermittent. I have Avast on my Mac and it connects through Wifi. the Avast solution is only for devices that connect with an ethernet cable.

I have had no trouble with Cisco AnyConnect. Of course with it ON, I could not connect to Internet, only to those sites at work I was allowed to. After disconnecting VPN Internet was OK without rebooting. But it has been almost two years since I last used that.
This thread illustrates why it is impossible to answer a question like "it does not work" without details like "did rebooting related devices or safe-mode help, any 3rd party software and hardware, virus apps, VPN, cleaners, EtreCheck report", etc.
In my case I had a USBC connector going to an old USB hub, which then had an ethernet connector to a hard wired ethernet cable. I eliminated that, and just used a USBC connector going straight to the ethernet cable; that seemed to make all the problems go away. I'd also say in the past I've had success by adding DNS server IP addresses to the DNS entries under Network- click the LAN device you're connecting to, Advanced, DNS and add entries like for google's DNS servers e.g. 8.8.8.8 or 9.9.9.9
Previously I had Little Snitch installed in my Mac.

There is an update for AVG. Follow the instructions on their Website and everything will be back to normal.
