Account Deletion Timeframe

So I had a compromised Apple ID with downloads from the App Store not made by me. I decided to start anew and delete my old account once I regained access to it. It said it would take up to 7 days to delete the account and all associated data. I finally just got my deletion verification today. It took exactly 17 days. What is the reasoning behind this? From research I am not the only one that has been affected in the same way. If they say 7 days there should be no reason it took 17 days to be completed. Seems like an issue that needs looking into.
