We're happy to provide a few settings that you can check!


First, go to Settings > Accessibility > Touch > Vibration to make sure that this setting is enabled. If it is off, all vibrations on your iPhone will be disabled, regardless of other settings.


You mentioned that this behavior occurs in silent mode. We recommend checking Settings > Sounds & Haptics > Haptics to make sure that you have "Always Play" or "Play in Silent Mode" selected.


Lastly, in Settings > Sounds & Haptics, scroll down to ensure that "System Haptics" is also enabled: Change iPhone sounds and vibrations - Apple Support


If those steps don't resolve the issue, please reply back with more information, including the iOS version currently installed along with example of which apps/notifications are not providing haptic feedback in silent mode.
