iPhone 13 Pro Picture in Picture Not Working Netflix Only

I have an iPhone 13 Pro, updated to IOS 17.0.2 as of 9/27/23 and I cannot get Picture in Picture mode to work with Netflix.

I have deleted and reinstalled Netflix, cleared the cache for Netflix, restarted my iPhone, updated my iPhone, and updated the Netflix app. Nothing has worked. I have reached out to Netflix support and Apple support, but still not working. Has anyone figured out how to resolve this?

The payment option for ad netflix is a lie. While it states the experience is the same with the exception of a few shows and the presence of ads, it also doesnt come with picture in picture mode. Yes its intentional, no they dont tell you about it.
