I'm not sure why you think you can't track your iPhone yourself? Your iPhone must be signed into Find My. And in order to see where you phone is (if it's not with you) and it's powered on and connected to a network, you can go to any web browser and go to www.icloud.com and sing in with your Apple ID and Password and see the location of your phone. If you didn't enable Find My, then yes, you cannot see its location.

Apple doesn't provide a way for consumers to track a phone's location using its IMEI. There is a Web interface to iCloud, so you can use Find My even if your iPhone was your only Apple device. You need to know your Apple ID and Apple ID password to use it.

The cellular carriers have the ability to track any device connected to their network using the IMEI.

They will be happy to do so when presented with a court order. Generally speaking the courts will only issue such an order if someone's life is in imminent danger.

The only way for you to track the phones location yourself is using find my.

Tracking a Shipped Order:

If you are talking able and order, then note that if an item is out for delivery, Apple lets you track it while it is being shipped. They provide you with a link to follow the courier's route. Did you not get such a link?
