Troubleshooting iCloud Account Drive:
The volume of the hard drive is apparently encrypted. So, is this a used device? If so, then you need to have the seller decrypt it. If using Disk Utility, then you'll need a password to do so. If you Cann't log in to your Mac, then rest the password: If you can't Reset your Mac Login Password- Apple Support

You should not be seeing this when setting up a new device. So, contact Apple Support, asking them why this is occurring. To shown the what is occurring, screenshare your iPhone's iSight Camera or another Mac's iSight Camera with the Photos app open. Ask a friend, or family member if you may use their phone, if you do not have an iPhone at hand.

Reset the Password Using the Login Screen:
You'd go through your Apple ID to perform this. Find out more here: If you Forgot your Mac Login Password - Apple Support. Make sure that caps lock is not enabled when typing it. From there, you'd have a new password to use.

So, where are you seeing this message? In Disk Utility? When you plug in a hard drive? Or when you try to perform device management through use of iCloud? Or is is something else?
