I gave a friend an old iPad and she’s been using it for a while but just got an “iPad locked to owner” message and she can’t unlock the iPad. I went to iCloud and logged into my Apple ID and that iPad isn’t showing up as one of my devices. Is there anything else I can do to help her?

Yes.
Be certain you follow all steps here before releasing your iPad. Take it back and do the following:
What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support
Then let your friend "move in" to this like-new (software-wise. except possibly for iPadOS version) iPad.
