The phone was left on a cloth chair so it was sitting in water for about 15 minutes. I have dried off the exterior and removed the case. It is working so far. Would anyone know what further steps I should take? Thank you.

iPhone 11 is water-resistant (IP68 rating), so you may be all good depending on how much water it took on during the rain storm. I would just make sure to keep it dry/warm for the time being. Try to keep it out of enclosed spaces like pockets, etc. to make sure any water can evaporate.

Extracting the Water...
Take it to a Retailer:
The only inexpensive way I can think of(an it will cost money) is to take it to a retailer, seeing if they have a device that gets the water out of a phone. Retailers have these.
