Need to get my Debt card reactivated with the account and need to know how to have one of the lines on my account blocked with purchases only

It says this ‘’ There is an issue with your payment method. Update your payment information to correct the problem and try again.’’ And wouldn’t allow me remove the former payment method I tried to remove the former paying method as the card and the account has been blocked and it says ‘’There is an active subscription on this account that requires at least one pavment on file.’’ And the card is already blocked including the account

I removed my older payment info and trying many times to add new credit cards info but can’t get it through It says your account has been canceled for itune

Problem with iPhone I need to contact someone at Apple who can either remove the ban on my credit card or remove the demand to update my payment method.
