Does a co-owner have to be part of your family shared Apple account

I want my wife to have her own Apple Card in her name under my account. But she does not want to be on a family sharing account. Is there a way to do that?

To be a co-owner or participant with Apple Card, she needs to be in Family Sharing.

Also see the following from Set up Apple Card Family and add a co-owner and participants - Apple Support

Learn how to share Apple Card with trusted members of your Family Sharing group. You can even co-own the account with one other person.

The only other way for her to have her own card would be to apply separately for her own Apple Card account.
