Messages are set to Keep Forever; however

Messages are set to Keep Forever; however, they keep deleting.

It has nothing to do with storage. My phone has 512 GB's of storage. I have an iPhone 13 Pro Max phone and all of my data is backed up to the cloud. I have a 2TB iCloud storage account that I pay for each month.

I deleted a swath of Messages just to hide them but then I went back to the delete folder to recover them.

Now, everyday, I keep seeing the Messages I had recently deleted, and recovered in the delete folder and it's counting down the days until permanent deletion - like 22 days left. I'm scared that I will permanently lose these messages.

How do I stop these messages from constantly going into the trash can ? Should I delete the app and then restore it ?

iPhone 13 Pro Max, iOS 17
