Military Time (24 hour clock)

Since I updated to the new version 4 days ago, my computer will not display military time even though I have it set on the 24 hour clock. Also, someone commented four years ago that even military time is not displayed properly. Why can't this be corrected? It isn't 09:58, but 0958. However, right now it is displaying 9:58 when I have the 24 hour clock selected. How can this be remedied?
