When I open my recent calls, it shows me the old history first and I have to toggle up to see what just came through. Is there someway in settings that when I look at recent calls, the most recent call will show up first.

We'd also recommend making sure your iPhone is fully updated. If you have an update, take a moment to backup and install it, then see if your call history orients itself properly:
Should the issue persist, try clearing out your call history by selecting Edit to the top right of the Recents tab, then clear. Test if new incoming calls list the most recent at the top.
If they still don't we'd advise contacting Apple Support to take a closer look.

We see you need help with your call history showing in opposite order to how it should. One step you could do that should help is to Reset All Settings on your iPhone.
Return iPhone settings to their defaults
> General > Transfer or Reset iPhone > Reset.Note: All settings—including network settings, the keyboard dictionary, location settings, privacy settings, and Apple Pay cards—are removed or reset to their defaults. No data or media are deleted.
3. Enter your passcode.
You may want to create a backup of your iPhone before doing this step to protect settings data.
