Apple ID photo
When changing the Apple ID photo of the organizer it changes other family member (parent/guardian) photo to the same photo, why is this happening?

Per the support articles Select your Apple ID picture on Mac and Change your Apple ID photo on iCloud.com this photo or image is associated with the individual Apple ID.
Assuming the users are not sharing an Apple ID account, that change should not impact another Apple ID.
It would be necessary to have each user verify their own image in iCloud to verify the change is impacting their accounts and not just appearing changed on a device. If only affecting how it displays on a particular device, restarting that unit to reload the data may help.
If this is somehow changing the actual account image then contacting Apple Support to investigate further would be appropriate.
