After updating my iPhone 13 mini to IOS17, I realized my AirTag is not showing for location services and/or devices. I have tried recommended fixes from other sources, but no luck.

The AirTags would appear on the Items tab of the Find My app on your iPhone, not on the Devices tab. They would also not show up on your Apple ID Device List.
FWIW, I have updated my 3rd gen iPhone SE to iOS 17.0.2, and it is not having any issues locating my AirTags after doing so, without any intervention on my behalf.
You mentioned that you tried the recommended fixes, but didn't mention what they were. We can better assist you with this matter, if you can tell us what you have tried so far that didn't work out.
I tried fixes that I found in a search. I also tried resetting my AirTag following the directions on Apple.com. I think it may have worked, but not entirely sure yet as my Air Tag is not showing up under my devices.
