Mail for OS X and MS Exchange

I'm having a problem that has me tearing my hair out. Mail 13.5.2 is not getting along with my employer's MS Exchange server. There are a number of messages that I try to delete, and they pop back up again. But they really have been deleted! They don't show up in iOS Mail or, for that matter, in Outlook. Only on my Mac. When this came up a few weeks ago, I did as complete a reset of Mail as I could, and that seemed to help for a while — but then it went back to its old, super-annoying habits. I've attached an image of the message I get. Clicking on the question mark was of no help. Thanks!

This can happen when Mail fails to synchronize with the MS Exchange server's contents. To fix it, please refer to Rebuild mailboxes in Mail on Mac - Apple Support.

You can rebuild any Mailbox, or all Mailboxes, including each individual Inbox, All Inboxes, Sent, Outbox, Trash, Junk, etc. Select the Exchange account's Inbox at first, but you can rebuild all of them if you so choose.

If all else fails you can remove the Exchange Mail account, and add it again. That procedure is addressed at the end of If you can’t send or receive email on your Mac - Apple Support. It ought to accomplish the same thing as a Rebuild though.
