Apple mail downloading 6500 emails continuously
deleted most of what I can but continues even after having a safe restart

If the Mail Server associated with this e-mail account is using the IMAP Protocol
Suggest Logging into the Web Portals of this Mail Server
Are the messages appear there also ?
If Yes and you what to Stop the constantly downloading, Remove them while in the Web Portal Site.
IMAP Protocol will reflect back to the Mail Application that which is appearing on the Mail Servers Site
