Why want Apple Pay verify my identity with my drivers license

Someone sent me money using Apple Pay and when I try to accept it the system says for me to verify my identification with a license and I have attempted this multiple times and it will not accept it. I need to know what’s going on.

Apple Pay Verify Identity sends me back to the beginning every time Everytime I try to verify my identity on apple pay, I fill out the information it asks for and when I reach to the part where it asks for SSN and DOB, when I click next it sends me back to asking me to type my legal name. It gives me no message about incorrect info or anything. Just an endless loop and typing in info and having to retype it again just for nothing to happen. Even made sure all the info is right on my personal information on my phone and made sure the billing address was correct on the apple pay card itself.
