move local notes ios12 to new ipad ios 17

Hello: how can I move/share my LOCAL notes ios 12.5.7, ipad mini 2, to my new-to-me ipad mini 5 ios 17.0.2? Local notes do not appear in my icloud. Apple forum support "answer" found:

How do I backup my local Notes on my iPhone?

1. Tap the "Settings" app, and select "iCloud."
2. Enter your information into the Apple ID and Password fields. ...
3. Set the "Notes" toggle switch to the "On" position.
4. Tap "Documents & Data," and set the "Documents & Data" toggle switch to the "On" position.
5. Tap the "iCloud" button.

There is no "documents & data" choice given at the icloud settings page that I see on ipad mini 2. There is a button, which has always been "on." But, I have some notes already on icloud, which have been just synched to the ipad mini 5. But the "local" notes -- can I move them to icloud (how?) or how otherwise to get to the mini 5?
