I am getting an error saying that the email is not available when attempting to replace the email address that is my Apple ID. The email I am trying to go to is my own/registered to me. I can see no reason why this email could not be used.

Thanks Gena. You helped set me in the right direction to resolve. I have successfully changed my Apple ID to my outlook.com email. I previously tried to change it while I was logged in on my devices. I logged out of the two devices, and changed the AppleID via web access. After the AppleID was changed, I logged back in to my devices.

There are several reasons why you may not be able to use a specific email address. This article provides more information on this issue: About your Apple ID email addresses - Apple Support. For example, was that email ever used as a Rescue Email, as described in the article above? If so, it will not be useable as an Apple ID.
Outlook email addresses are able to be used as Apple IDs or aliases. See this page for more detail: Change your Apple ID - Apple Support.
