2 different iphones, is there a way......

I have an iphone 7 32gb that I use for my drone, and I have a iphone 14 for my main phone.

I have way more than 32gb on my main phone, and whenever I try to fly my drone my iphone 7 freaks about about no storage. So I want to have the same icloud account, for I have apps that Ive paid for for the drone, but I only want to have the apps related to my drone on my iphone 7. Right now when I sign in all the apps from my iphone 14 are trying to download on the iphone 7
