I gave my mom my old iPhone, which had a 4 digit passcode, to use as a second phone. She inserted a new SIM card and now the iPhone is prompting her for a 6 digit passcode. How did that happen and how do I access it for her?

Try putting two 0s at the beginning of the 4 digit passcode.
I would recommend going to a repair shop, or a Apple Store and they can unlock it for you.

To change the password back to a 4 digit password, please go to:
Settings -> Touch ID and Password -> Change Password
When it says to put a new password in, click password settings, then choose from, 4 Digit Code, 6 Digit Code, or Alphanumeric Code.
(Changing password to a 4 digit password, may weaken the password strength.)

Did somebody change the password? If you cannot get into your device, take it to a repair shop and they can unlock it.
Unfortunately, I cannot access the phone as I don’t know what 6 digit code to enter. I had a 4 digit code and it switched to a 6-digit code.
I would recommend going to a repair shop, or a Apple Store and they can unlock it for you.
No, they can't......unless they first erase the iPhone.
There is a way to do it without erasing the iPhone.
