IPhone Does Not Receive Google Pay Notification

IPhone 13 IOS 16.6.1 ( but issue existed prior to this IOS version ).

Attempt to pay for a service/product online using Google Pay. After you say to the service, I want to pay with Google Pay, Google puts up screen asking you verify notification on the iPhone.

Statement is:

Google wants to make sure it's you trying to view your Google Payments info. Shows my email address.

Puts up a 2 digit number.

Check your device: Google sent a notification to your iPhone. Open the Gmail App, tap Yes to the prompt.

The notification is never received on the iPhone.

1st thing I did was verify Google Pay Notifications were set to ENABLE.

I have verified my account phone number associated with Google Pay is correct.

I have restarted the phone.

I have reimaged the phone.

I'm dead in the water using Google Pay as a payment method ( this particular site doesn't support Apple Pay so here we are ).

I've reached out to Google 3 times and they don't even understand the problem though they have been given screenshots.
