Family Sharing can't simply stop for your child. Did you remove them or move them to another Family Sharing group?
The family organizer can remove anyone age 13 or older* from the family group. If you need to, you can transfer a child to another family.

You can add them back to Family Sharing: Add a member to a Family Sharing group on iPhone - Apple Support
If you want them to be able to use Apple Cash Family again, you'll need to set up their account and most likely verify your identity to do so. This link provides details: Set up and use Apple Cash Family - Apple Support
