while ordering you get options of ur cellular service and theres another option connect to any carrier later on which is significantly much more expensive so is this the same thing as unlocked or is it smth different cause i have heard buying a unlocked iphone has the normal price

It is the same thing as buying a carrier unlocked iPhone that you can connect with any carrier. It is not more expensive than the other options as far as the price is concerned. It is just that the other options have discounts involved from the carriers.

Based on personal experience...
Purchase this From Apple:
If it is a used device, and it is the same price (more extremely close), I'd just g with the new one. If a sale seems to be too good to be true, then it usually is. So, I recommend that you purchase this from Apple, and none other, as a way to avoid scams and such. Read there forums over-the-years, and you find plenty example of people being scammed (even by carriers because they forgot the disassociate the device from an account, after it was returned).
If i choose to buy an iPhone 15 unlocked would be more expensive than the normal price
