New battery with no bitterent shows low

I bought four AirTags at the Apple Store seven months ago. 1 of the 4 reads battery Low, some features might not work. Pulled out and tested. Voltmeter shows 100% good, but it tasted of bitterant. Put in new Energizer, voltmeter shows 100%. Did not taste bitterant. Reapplied cover, pushed down and rotated clockwise. Unable to rotate more than 1/8 to 1/7th of a turn. New battery reads Low, some features might not work. Repeated process 2 times. Still reads low. Also, I never heard a sound when in put battery in making sure all contacts touched the battery. Ideas? Thanks, Jonathan Smith
