iPhone Express Replacement Service doesn't deliver

I requested an iPhone Express Replacement a week ago with a balance freeze on the account of €1350, they said that the replacement device would be sent in 1-2 days. I've contacted them twice and they keep telling me "it's coming tomorrow" but it's not coming. What should I do?
