Developers cannot issue refunds, what they can do is give you Free Promo Codes for in-app purchases in their app. Refunds are handled by Apple and in most cases all transactions are final. At times, Apple may provide a compassionate refund.
As for being legal, those are the terms for using the App Store as detailed here:

MR. MAC JIM ID, while I appreciate your input I’m going to politely disagree with you on the the 10 times . First of all every one has a different experience so you can’t possibly imagine why I’ve not implemented enough security measures . For a company that offers 1000s of apps most of which are free or offer a free trial, they should make certain that cancellation of free trials is effortless instead of impossible! Some apps don’t even let you cancel, only give expire dates , which is the case with 2 of the 3 I’m disputing at the moment . One other questionable fact is that they have chosen the two most expensive apps to decline a refund of . No way it is a coincidence.

While not exactly "effortless", it's certainly pretty easy to cancel a free trial:

Whenever I download something with a free trial, I put an event on my calendar for 48 hours before.
But, if you won't put the security on your phone and are handing it over to a two-year-old, bad things are going to keep happening.
Man, I had $80 for groceries for my 2 year old and me for the rest of the week and apple took $76 and refuses to refund me for an app I barely use and cancelled the membership for.
It makes no difference on how often you use the app. If you signed up for a subscription, you are obligated to make those payments. Cancelling the subscription should prevent future charges, but you do not get a refund for the unused portion of the subscription. Did you cancel the subscription at least 24 hours before the charge appeared?
I made made a terrible mistake by accidentally purchasing item Picsart on App Store no purchase has been declined after I lost my job in January I've been struggling I've requested a refund and it's been refused heartless I feel like this is hard I didn't mean to make the birches where can I send my bank statements to show that there is money in my bank account the money that has been invited to my bank account with someone that gave me money to find petrol in my car to go for interview has been deducted and I'm over my head - I'm trying to dispute this issue as this is really needed to be resolved I really do need money to go for this interview and now I can't please let me know where I can mail my statements to all my stuff that I can show you that this is not been done on purpose I'm really sorry for this problem but please be have a heart and hear me out
I have to disagree with you on the part of “double “ clicking etc… I was playing a game and was able to purchase extra items etc… once I tapped the for instance $1.99 symbol it immediately charged me $99.99 with no option to accept or decline or the option to cancel the transaction whatsoever , this is the game developers way of screwing people over and getting by with it .
I literally had the company respond and say they couldn’t refund on their end but to follow up with Apple. I saved the message and they declined and I have no way to escalate this and show the conversation I have had with the company. How is this legal? I guess my next step is to dispute this with my card?

I know how free trials work. There was supposed to be a 3 day free trial for Facemoji, but I never received it and was charged for the year. And no, I’ve never had the free trial prior. I distinctly remember it stated 3 days free trial and after the free trial, I would be charged unless I cancelled before the trial was over.

Yes, it was the night before it withdrew $76.01.

"The night before" is not necessarily a full 24 hours before. I believe the trials end at midnight.

Me too, I’m tired of being overcharged and twice in the last couple of days having my appeal denied. I have now deactivated the game I was playing as I no longer trust the system
