Cannot download Apple News to mi new iPad even though I have a fa,ily subscription

Whenever I try to download the following announcement appears:

Restrictions Enabled Certain apps, features, or services can't be seen or used when Restrictions are on. To use this app, turnmRestrictions off.

I did but still can’t download it
