Macbook Air wont let me accept new Terms after update

I updated My Mac air 2019 to the new system - not i cant accept the terms and conditions. I cant sign out & re sign in either as a work around. I have tried creating a new administrator and that doesn't work and i have restarted several different ways. Any suggestions?

Thanks for reaching out to Apple Support Communities. We'll be happy to help. Is the option to move on grayed out or do you get an error? Have you scrolled all the way to the bottom in the window with the Terms & Conditions? If not, try that, and see if you can move on.
