iPhone 11 won't turn on or respond

I would first suggest to force restart the phone:

1. Press and quickly release the volume up button.
2. Directly after, press and quickly release the volume down button.
3. Press and hold the side button until you see the Apple logo.

• If your phone doesn't turn on, follow these steps to check your hardware and charge your phone. You might need to charge for up to an hour.
• If your phone still doesn't turn on, contact Apple Support.

Hi, finally fixed.. the problem was with the battery suddenly died.. changed it in local dealer and it’s working perfectly now

Troubleshooting a Black iPhone Screen:

I'd say the iPhone is stuck in a boot loop. This can typically occur when you go about installing an update, and it stalled while in the process.  So, refer to my user tip: How to Fix an iPhone in a Boot Loop - User Tip

Something that helped me was the force restart + just changing what charger you're using.
