When you see the globe and being asked to connect to a Wi-Fi network, that means your Mac is starting to Internet Recovery. This mode does require internet access as it's using Apple Servers to provide Recovery Mode tools. What happens when you choose a Wi-Fi network? - Do you see an alert when you select a Wi-Fi network when starting up your Mac? If so, what does it say exactly?
